I just read about the Philippine involvement in the cold war, and it turns out the president wasn't really too keen in letting the country join. He also said he doesn't care about countries turning to communism as long as Piri is a democracy. Ofcourse the US didn't like that, so they just kept bothering him until he caved.
Reading this I know imagine the Alfred's puppy dog eyes doesn't work on Phil (because he has Pien and his tarsier eyes) so he just resorts to another tactic. Annoying the sh*t out of him until he caves, and everytime it works Phil just kicks himself.

This made me question which post-WW2 PH president is this as I'm not in the proper mental space to talk about the dictator, who very much received US support (Kessler, 1986)
But the Cold War coincided with the time when the Philippines was initiating efforts to be closer to Asia, especially, Southeast Asia (Mahajani, 1965). PH foreign policy started to shift from being US-centric to something more Asia-centric. There's the friendship treaty with Thailand and India, and a Cultural Agreement with Indonesia. PH sending doctors and nurses to South Vietnam, and Quirino pardoning Japanese POWs to heal PH-JP relations. There was ASA and finally, ASEAN. Nonetheless, there's an element of anti-communism, and Indonesia having the largest non-ruling communist party in the world before its violent disbandment in 1965 was seen as a barricade against PH-Indonesian diplomatic ties.
Cited in this article I'm reading is that Macapagal explained, "the 'Philippine role in Asia' is to demonstrate that 'democracy' works". How ironic.
Mahajani also wrote how some "Philippine delegations to various international conferences were "looked upon as puppets - if not stooges - of the United States." In Piri's case, he would often try to avoid Alfred without causing any hostilities. In Piri's case, he would have reached out to other Asian countries and fully understood why they're wary of him. Alfred acts like he can't read the room to annoy Piri and get him to do what he wants, and it works. You've got the dynamic right, anon.

Delegation (Final Rose x Bleach)
Harribel gaped in disbelief at the mountain of paperwork that had appeared in front of her.
“There.” The strange Hollow that had eaten Barragan said. “You wanted to know what I had planned for Hueco Mundo.”
“You...” Harribel picked up a sheet of paper. “How much do you have written down?”
“My main plan for Hueco Mundo comes out to about one thousand pages.” The other Hollow grinned. “But I’ve got another two thousand pages of additional plans just waiting in the wings.”
“...” Harribel’s brows furrowed. “Why bring this to me?”
“Well...” The Hollow laughed and scratched the back of her head. “I won’t be around all the time.”
“What do you mean?”
And then the Hollow changed. It wasn’t anything visual, but to Harribel’s spiritual senses, it was as if the other Hollow had become a Soul Reaper. Another moment passed, and her spiritual pressure changed again, mimicking that of an ordinary human.
“I’ll be making regular trips into the Human World, as well as Soul Society... and a few other places too. In the meantime, I want someone who can run this place and implement my policies.” The Hollow smiled sunnily. “I mean... I won’t be leaving right away, so you don’t have to worry about doing all the work. I’ll stick around long enough to make sure that everything is well in hand. All you’ll have to do is make sure that nothing crazy happens.”
“Why me?” Harribel asked.
“Hmm... you really want to know?” The other Hollow laughed again. “It’s because you’re basically the only person here other than me who has both the strength and the sanity to run this place properly while I’m gone. I mean... Starrk and Lilynette could probably do it if it wasn’t for the whole accidentally killing basically everybody with their spiritual pressure thing.” She began to stroke what Harribel assumed was an imaginary beard. “I had considered asking Nel to do it, but I think she’s still a bit skittish. I think she’s worried that I’ll eat her or something.”
“Are you planning to eat her?” Harribel asked. “Or me and my followers for that matter?”
“Nah. You guys are pretty good. I’ve got no problems with you. Just stick to the rules.”
“The rules?”
“You can find the main rules on on pages seven through eleven. But they can generally be summed up as don’t be assholes without a reason. Besides, you actually understand that if we ever want this place to be more than some crappy desert of misery and woe, then we need to work together. Barragan would rather be king of a wasteland rather than a baron in paradise, so he had to die. That, and he was an asshole.” The other Hollow shrugged. “But, hey, he tasted pretty good, and I picked up some useful bits and pieces from eating him.”
“I see.” Harribel paused. “This... before I agree to anything, I want to know your name.”
“Diana.”
“Allow me to read this... document first, then we shall see.”

Harribel glanced at Ulquirra. “You are not the least bit concerned? The explosion of spiritual energy was... colossal.”
The other Hollow stared back at her impassively. “If Diana has fallen, then we will have no choice but to kneel. The gap in power between us and her adversary is simply too great. However, if she has emerged victorious...”
In the years since their agreement, Diana’s plans had seen Hueco Mundo transformed. Hollows were brought beneath her garish orange banner. They were educated, trained, refined. Diana called it min-maxing, a term that Harribel had since adopted since it described what they were doing quite accurately Harribel’s own power had increased massively during this time as well, something she had not thought possible.
it was all about minimising the weaknesses they possessed while maximising their strengths.
Diana had basically created a proper functional kingdom, complete with a research and development division, an army, and various social services. It was... bizarre yet immensely gratifying. As her second-in-command, Harribel was given the position of Number One Minion. She would have bristled at the rank were it not for the obvious affection in Diana’s voice whenever she addressed Harribel like that.
And the head pats.
Harribel had not known she needed head pats in her life, and nobody else would have dared. Yet Diana seemed to enjoy doing it, almost as if she knew Harribel enjoyed it despite her never saying a word about it.
Her followers were happier too.
Like Harribel, they had longed for a place where they could have some purpose beyond simply trying to survive another day. Others, like Ulquiorra had arrived more out of curiosity before deciding to stay. Although, perhaps in his case, it was more like he’d been dragged there.
Diana had... a strange desire to collect people and things.
“We’re all missing something,” Diana had said to her once. “That’s why we’re Hollows. Maybe if I can gather enough people and stuff in one place, we can all find what we’re missing.”
It was an oddly sentimental thing to say, yet the words had resonated with Harribel.
“Perhaps.” Harribel frowned as the storm of spiritual energy stilled. “It’s over.”
And then Diana appeared.
“Hail your sovereign! For I return victorious!” Diana cleared her throat, and one of the younger Hollows who had been hired specifically for this purpose hurried to unfurl her victory banner. “Heh.”
Ulquiorra tilted his head to the side. “And your foe?”
“Capable of subduing the rest of you without difficulty.” Diana grinned. “But I ate him, so it’s all good.” She flexed, and Las Noches shook to its foundations. “I picked up some upgrades too.”
And wasn’t that terrifying?
Diana had never explained her ability in detail, but the gist of it was easy enough to surmise. Supreme adaptation combined with the ability to regenerate from basically anything... and the ability to absorb, alter, and even improve upon the abilities of whoever and whatever she ate. It was, frankly, the most terrifying ability that Harribel had ever heard of.
Maybe Diana had been weak once, but every opponent she vanquished only made her stronger. Their strengths because her strengths while their weaknesses were removed, and Harribel had a sneaking suspicion that eating people also gave access to their skills and memories too. The Soul Reaper that Diana had eaten was the most powerful that Harribel had ever sensed outside of the Captain Commander himself. The fact that Diana had eaten him and added his powers to hers...
“What was his power?” Ulquiorra asked. “By what means would he have forced us to obey?”
“Absolute hypnosis.” Diana didn’t even hesitate. “His zanpakuto could create illusions so real that he effectively had the ability to completely control your senses.”
“Then how did you beat him?” The quiet Hollow asked.
“He underestimated me,” Diana said simply. “And by the time he realised his mistake, he was dead. The battle was effectively over in one strike.”
“Ah.” Ulquiorra asked what both he and Harribel were thinking. “And you now possess his power?”
“Yeah. In fact, I’m already working on improving it.” Diana smiled toothily. “But you don’t have to worry.”
“Oh?”
“Unless you betray me, you never have to worry about me using that power on you.” Diana smile widened. “I believe in free will. Sure, I’ll kill people who get in my way or who harm those under my protection, but they’ll die with their minds intact, knowing exactly why I’m killing them. I want my people to choose me not because I’m controlling their minds but because I’m the best option. As for you two and the other members of my... senior staff, I trust you. I have to if this is going to work. And that means no brainwashing.”
“I see.”
“You ate something else too, right?” Harribel asked. “I can... sense a new power within you.”
“Ah. That.” Diana nodded. Her power flexed and that strange sensation vanished. “I won’t get into the specifics, but it’s good news for you and everybody else.”
“What do you mean?”
“I mean... upgrades!” Diana punched the air. “I’ve been wondering how to make you guys even stronger, but there are complications with a lot of what I’ve been considering and what the guys in research and development have been working on. A Vasto Lorde is simply so powerful that getting any stronger is increasingly difficult. Fortunately, that thing I ate will make upgrading you guys a lot easier. I just need to practice with it a bit.” Diana paused. “Oh, and maybe now Nel will finally sign up.”
“Diana...” Harribel massaged her temple. “You called her a pony the last time you met her. It’s no wonder that she tried to stab you.”
“Hey! I was using a metaphor.”
Ulquiorra’s lips twitched. “You said that every girl wants a pony and that she was the coolest pony ever.”
“...” Diana’s eyes narrowed. “I sense treachery.” She snickered. “Oh well. I’ll go looking for her again. I’d like to get all of the stronger Hollows on board before I go back to the World of the Living for a while. I’ve got some business there that I need to deal with.”
“Anything we should be concerned about?” Harribel asked.
“Not really. But keep your eyes peeled. There’s some weird stuff going on with the Quincies. I don’t think I have to go around murdering them all yet, but it’s something to keep in mind. You have been practicing those anti-Quincy techniques I developed, right?”
Harribel and Ulquiorra both nodded.
“We have also been instructing our forces in them as well. However, they also been told not to use them without authorisation from us first.”
“Good. We don’t want to tip our hand too early if there are any problems.”

As for Soul Society, they’re still preparing for war since they don’t actually know that Aizen is dead. It’ll be funny seeing what Gin gets up to from here though since Diana let him go... if only so she can keep an eye on him.

Axolotl
There are many things we didn't expect when we entered the galactic stage.
Most species breathing the same atmospheric cocktails but for different gasses was a shocker (this species needs 70% Nitrogen, that one requiring the specific combination of trace elements, etc. Most were Oxygen, but either way the chemists, biologists, and theologians had a field day). A similar reaction was had to all species requiring similar food products, such that there were several foods literally all species could eat (except members with allergies, but what can you do?).
In general the shocks could be summed up as: Sci-fi where all galactic members could live on the same ships/planets with minimal adjustment was 100% feasible,
But on the other hand those were... expected. (If a surprise can be expected)
What we didn't expect was for Humanity to have been there for over 500 000 years.
The other thing we didn't expect was that there name for us was Axolotl.
First we achieved FTL, then we achieved world peace (ish). Look Freedom fighters fighting for their state/ province to be independent of the country that oppressed them for 100 years will continue to fight for freedom, despite countries no longer existing in any meaningful way. But what can you do?
Then first contact was made, a small delegation of Xeno/ Human experts came to earth, told us why they chose now to make contact, explained how the Galactic federation worked (policy of least interference on planets with some stipulations against codified speciesism and slavery, mainly governing inter planetary grievances and space station or ship laws), and invited us to join.
It was shockingly smooth and painless (we were later told that this had been done over 100 times and they study a planet's media and politics for at least 10 years to plan the ideal first contact).
We were happy and excited, and the universe was a wonder. But we noticed an odd, non reverence? that we were being treated with. Aliens would start to bow then stop themselves, begin to speak increadibly formaly and then correct themselves and return to jargon. None of which we saw occur between any other species.
We also saw some aliens that never interacted with us. They would be on ships, planets, stations, see us then run away, we never saw them on the council floor, but there was a throne that was conspicuously empty.
And from what we saw they were beautiful. The consensus on the net was that they were around 7 feet tall, had some kind of multi hued hide (there was no agreement if they were scales, increadibly fine fur, or anything else). Their faces were more similar to ours than any other species, they had the same number of joints and fingers. Finally, they had gossamer wings akin to that of a butterfly, that could fold flat against their bodies.
One man also claimed that he had seen one flying outside a station with no suit, but he was ridiculed.
Any search turned up nothing, and other Aliens dodged the question when it was asked.
It took 10 years for them to speak with us. And they shattered our world.
"We are Salamander, you are Axolotl, but the iodine once so prevalent on Earth has been extinct for over 400 000 years. Your aging process is not the ceasing of biological readiness, but the preparation for metamorphosis. Your skin hangs loose so that your skeleton system has room to grow. Bones soften so they can be rebuilt into a larger more elegant collagen structure. Your teeth fall out so new ones may grow. A long time ago, we went to the stars, millions of us. The process was faulty, and our computers were fried, with no way to find earth again. So we settled on a new planet, thrived and built the galactic federation. But we were always searching for our home. We found it several thousand years ago, and what we saw shocked us.
No sign of our civilization remained, there were no elders, just children, living to at most a fifth of a proper lifespan. and there were no Kencha fruits to extend your lives and make you whole.
Oh but the lives you lived!
The strength of Arm and Mind that once would have been spread across half a millennia condensed into a few short years!
So we left our poor grandchildren, as we would any species at that stage.
But now the Salamander can speak with the Axolotl.
Should you desire it, we have the Iodine."

I know it's generally a bad policy to listen to Nagito and he's one of the least convincing people around, but if there was ever a time to listen to him, it's here. As soon as he flips and starts going "oh good job, you passed the test," alarm bells should be going off that you're probably about to walk into a trap.
I don't blame Chiaki -- Chisa has been delegating responsibility to her so much that she feels like she has a personal stake in the well-being of everyone in her class. Not to mention, Class 77 is legitimately Chisa's only hope for survival when you take the effectiveness of the proper channels in stopping Junko into account.
Still, Peko has met Mukuro. If she takes a beat to think, she would realize that if the despairs want Chisa dead, she's already dead. Any amount of logic here would've prevented Chiaki's death and the creation of the remnants.
That said, I'm not sure what effect taking the remnants out of the picture would have had. Junko had the reserve course, the video, and Kamukura. Seemingly the only thing that sets Kamukura on the path to being Hajime again was seeing Chiaki die, so we might already be at world-doom point.

Justice Kagan wrote: "In every respect, the Court today exceeds its proper, limited role in our Nation’s governance" and "the Court, by deciding this case, exercises authority it does not have. It violates the Constitution."
I woke up thinking about her dissent from the student loan decision as quoted briefly by Heather Cox Richardson, and decided to read it in full. Some excerpts below and you can read the full thing at (scroll down to the dissent a billion pages in: https://www.supremecourt.gov/opinions/22pdf/22-506_nmip.pdf). She writes:
The Court’s first overreach in this case is deciding it at all. Under Article III of the Constitution, a plaintiff must have standing to challenge a government action. And that requires a personal stake—an injury in fact. We do not allow plaintiffs to bring suit just because they oppose a policy. Neither do we allow plaintiffs to rely on injuries suffered by others. Those rules may sound technical, but they enforce “fundamental limits on federal judicial power.” Allen v. Wright, 468 U. S. 737, 750 (1984). They keep courts acting like courts. Or stated the other way around, they prevent courts from acting like this Court does today. The plaintiffs in this case are six States that have no personal stake in the Secretary’s loan forgiveness plan. They are classic ideological plaintiffs: They think the plan a very bad idea, but they are no worse off because the Secretary differs. In giving those States a forum—in adjudicating their complaint— the Court forgets its proper role. The Court acts as though it is an arbiter of political and policy disputes, rather than of cases and controversies.
The HEROES Act’s text settles the legality of the Secretary’s loan for- giveness plan. The statute provides the Secretary with broad authority to give emergency relief to student-loan borrowers, including by altering usual discharge rules. What the Secretary did fits comfortably within that delegation. But the Court forbids him to proceed.
The result here is that the Court substitutes itself for Congress and the Executive Branch in making national policy about student-loan forgiveness. Congress authorized the forgiveness plan (among many other actions); the Secretary put it in place; and the President would have been accountable for its success or failure. But this Court today decides that some 40 million Americans will not receive the benefits the plan provides, because (so says the Court) that assistance is too “significan[t].” Ante, at 20–21. With all respect, I dissent.
If the plaintiff has no such stake, a court must stop in its tracks. To decide the case is to exceed the permissible boundaries of the judicial role.
That is what the Court does today. The plaintiffs here are six States: Arkansas, Iowa, Kansas, Missouri, Nebraska, and South Carolina. They oppose the Secretary’s loan cancellation plan on varied policy and legal grounds. But as everyone agrees, those objections are just general grievances; they do not show the particularized injury needed to bring suit. And the States have no straightforward way of making that showing—of explaining how they are harmed by a plan that reduces individual borrowers’ federal student-loan debt. So the States have thrown no fewer than four different theories of injury against the wall, hoping that a court anxious to get to the merits will say that one of them sticks. The most that can be said of the theory the majority selects, proffered solely by Missouri, is that it is less risible than the others. It still contravenes a bedrock principle of standing law—that a plaintiff cannot ride on someone else’s injury. Missouri is doing just that in relying on injuries to the Missouri Higher Education Loan Authority (MOHELA), a legally and financially independent public corporation. And that means the Court, by deciding this case, exercises authority it does not have. It violates the Constitution.
The majority and I differ, as I’ll soon address, on whether the Executive Branch exceeded its authority in issuing the loan cancellation plan. But assuming the Executive Branch did so, that does not license this Court to exceed its own role. Courts must still “function as courts,” this one no less than others. Ibid. And in our system, that means refusing to decide cases that are not really cases because the plaintiffs have not suffered concrete injuries. The Court ignores that principle in allowing Missouri to piggy-back on the “legal rights and interests” of an independent entity. Warth, 422 U. S., at 499. If MOHELA wanted to, it could have brought this suit.
It declined to do so. Under the non-manipulable, serious version of standing law, that would have been the end of the matter—regardless how much Missouri, or this Court, objects to the Secretary’s plan.
The tell comes in the last part of the majority’s opinion. When a court is confident in its interpretation of a statute’s text, it spells out its reading and hits the send button. Not this Court, not today. This Court needs a whole other chapter to explain why it is striking down the Secretary’s plan. And that chapter is not about the statute Congress passed and the President signed, in their representation of many millions of citizens. It instead expresses the Court’s own “concerns over the exercise of administrative power.” Ante, at 19. Congress may have wanted the Secretary to have wide discretion during emergencies to offer relief to student-loan borrowers. Congress in fact drafted a statute saying as much. And the Secretary acted under that statute in a way that subjects the President he serves to political ac- countability—the judgment of voters. But none of that is enough. This Court objects to Congress’s permitting the Secretary (and other agency officials) to answer so-called major questions. Or at least it objects when the answers given are not to the Court’s satisfaction. So the Court puts its own heavyweight thumb on the scales.
So, again, Congress delegates broadly. Except that this Court now won’t let it reap the benefits of that choice.
And that is a major problem not just for governance, but for democracy too. Congress is of course a democratic institution; it responds, even if imperfectly, to the preferences of American voters. And agency officials, though not them-selves elected, serve a President with the broadest of all political constituencies. But this Court? It is, by design, as detached as possible from the body politic. That is why the Court is supposed to stick to its business—to decide only cases and controversies (but see supra, at 3–13), and to stay away from making this Nation’s policy about subjects like student-loan relief. The policy judgments, under our separation of powers, are supposed to come from Congress and the President. But they don’t when the Court refuses to respect the full scope of the delegations that Congress makes to the Executive Branch. When that happens, the Court becomes the arbiter—indeed, the maker—of national policy. See West Virginia, 597 U. S., at ___ (KAGAN, J., dissenting) (slip op., at 32) (“The Court, rather than Congress, will decide how much regulation is too much”). That is no proper role for a court. And it is a danger to a democratic order.
From the first page to the last, today’s opinion departs from the demands of judicial restraint. At the behest of a party that has suffered no injury, the majority decides a contested public policy issue properly belonging to the politically accountable branches and the people they represent. In saying so, and saying so strongly, I do not at all “disparage[ ]” those who disagree.
The question, the majority maintains, is “who has the authority” to decide whether such a significant ac- tion should go forward. Ante, at 19; see supra, at 23. The right answer is the political branches: Congress in broadly authorizing loan relief, the Secretary and the President in using that authority to implement the forgiveness plan. The majority instead says that it is theirs to decide.
So in a case not a case, the majority overrides the combined judgment of the Legislative and Executive Branches, with the consequence of eliminating loan forgiveness for 43 million Americans. I respectfully dissent from that decision.
